Tracy Toler-Phillips
Bloomfield-At-Large Council
Hailing from South Florida and NYC, Tracy is an experienced photography professional and has been a Bloomfield resident for 18 years, bringing over 25 years of expertise in the production industry. With a strong background in corporate commercial and advertising photography, she has expertly managed large-scale projects and led teams with creativity and precision.
In addition to her photography career, Tracy has spent 11 years in education as an art instructor at Pratt Institute, guiding students and nurturing their artistic development. She views education as essential for a thriving society and has merged her artistic skills with advocacy and entrepreneurship. As the founder of Cupid and Psyche Beauty, an eco-friendly and cruelty-free lipstick company that supports wildlife charities, her work has been featured in Nordstrom, Forbes, The New York Times, and Travel & Leisure. This venture underscores her dedication to environmental sustainability and animal rights.
Tracy holds a B.S. in Fine Arts from Florida State University and an A.A.S. in Photography from the Fashion Institute of Technology. Passionate about advocacy, she was greatly influenced by her mother, a lifelong feminist and activist for women’s rights, animal welfare, and environmental protection. She currently serves as Secretary of the Bloomfield Animal Shelter Advisory Board (2023–2025) and played a key role in founding the Bloomfield Flood Mitigation Advisory Board, where she now serves as Chair. Additionally, as an elected Democratic District Leader for Ward 3-2, she remains actively involved in local governance and community initiatives.
In her spare time, she enjoys yoga (and is a certified vinyasa instructor), singing, and supporting the arts. Living in the 3rd Ward with her husband and their two cats, she continues to make a meaningful impact both as a creative and an activist.
